Dear Prime Minister:

Many Americans love Canada and the specific benefits that have come to our country from our northern neighbor’s many achievements (see Canada Firsts by Nader, Conacher and Milleron). Unfortunately, your latest proposed legislation—the new anti-terrorism act—is being described by leading Canadian civil liberties scholars as hazardous to Canadian democracy.

A central criticism was ably summarized in a February 2015 Globe and Mail editorial titled “Parliament Must Reject Harper’s Secret Policeman Bill,” to wit:

“Prime Minister Stephen Harper never tires of telling Canadians that we are at war with the Islamic State. Under the cloud of fear produced by his repeated hyperbole about the scope and nature of the threat, he now wants to turn our domestic spy agency into something that looks disturbingly like a secret police force.

Canadians should not be willing to accept such an obvious threat to their basic liberties. Our existing laws and our society are strong enough to stand up to the threat of terrorism without compromising our values.”

Particularly noticeable in your announcement were your exaggerated expressions that exceed the paranoia of Washington’s chief attack dog, former vice-president Dick Cheney. Mr. Cheney periodically surfaces to update his pathological war mongering oblivious to facts—past and present—including his criminal war of aggression which devastated Iraq—a country that never threatened the U.S.

You are quoted as saying that “jihadi terrorism is one of the most dangerous enemies our world has ever faced” as a predicate for your gross over-reaction that “violent jihadism seeks to destroy” Canadian “rights.” Really? Pray tell, which rights rooted in Canadian law are “jihadis” fighting in the Middle East to obliterate? You talk like George W. Bush.

How does “jihadism” match up with the lives of tens of millions of innocent civilians, destroyed since 1900 by state terrorism—west and east, north and south—or the continuing efforts seeking to seize or occupy territory?

Reading your apoplectic oratory reminds one of the prior history of your country as one of the world’s peacekeepers from the inspiration of Lester Pearson to the United Nations. That noble pursuit has been replaced by deploying Canadian soldiers in the belligerent service of the American Empire and its boomeranging wars, invasions and attacks that violate our Constitution, statutes and international treaties to which both our countries are signatories.

What has all this post-9/11 loss of American life plus injuries and sickness, in addition to trillions of American tax dollars, accomplished? Has it led to the stability of those nations invaded or attacked by the U.S. and its reluctant western “allies?” Just the opposite, the colossal blowback evidenced by the metastasis of al-Qaeda’s offshoots and similar new groups like the self-styled Islamic state are now proliferating in and threatening over a dozen countries.

Have you digested what is happening in Iraq and why Prime Minister Jean Chrétien said no to Washington? Or now chaotic Libya, which like Iraq never had any presence of Al-Qaeda before the U.S.’s destabilizing military attacks? (See the New York Times’ editorial on February 15, 2015 titled “What Libya’s Unraveling Means”.)

Perhaps you will find a former veteran CIA station chief in Islamabad, Pakistan, Robert L. Grenier more credible. Writing in his just released book: 88 Days to Kandahar: A CIA Diary (Simon & Schuster), he sums up U.S. government policy this way: “Our current abandonment of Afghanistan is the product of a…colossal overreach, from 2005 onwards.” He writes, “in the process we overwhelmed a primitive country, with a largely illiterate population, a tiny agrarian economy, a tribal social structure and nascent national institutions. We triggered massive corruption through our profligacy; convinced a substantial number of Afghans that we were, in fact, occupiers and facilitated the resurgence of the Taliban” (Alissa J. Rubin, Robert L. Grenier’s ‘88 Days to Kandahar,’ New York Times, February 15, 2015).

You may recall George W. Bush’s White House counterterrorism czar, Richard Clarke, who wrote in his 2004 book, Against All Enemies: Inside America’s War on Terror—What Really Happened, “It was as if Osama bin Laden, hidden in some high mountain redoubt, were engaging in long-range mind control of George Bush, chanting, ‘Invade Iraq, you must invade Iraq.’”

Mr. Bush committed sociocide against that country’s twenty-seven million people. Over 1 million innocent Iraqi civilians lost their lives, in addition to millions sick and injured. Refugees have reached five million and growing. He destroyed critical public services and sparked sectarian massacres—massive war crimes, which in turn produce ever-expanding blowbacks.

Canadians might be most concerned about your increased dictatorial policies and practices, as well as this bill’s provision for secret law and courts in the name of fighting terrorism—too vaguely defined. Study what comparable practices have done to the United States – a course that you seem to be mimicking, including the militarization of police forces (see The Walrus, December 2014).

If passed, this act, piled on already stringent legal authority, will expand your national security bureaucracies and their jurisdictional disputes, further encourage dragnet snooping and roundups, fuel fear and suspicion among law-abiding Canadians, stifle free speech and civic action and drain billions of dollars from being used for the necessities of Canadian society. This is not hypothetical. Along with an already frayed social safety net, once the envy of the world, you almost got away with a $30 billion dollar purchase of unneeded costly F-35s (including maintenance) to bail out the failing budget-busting F-35 project in Washington.

You may think that Canadians will fall prey to a politics of fear before an election. But you may be misreading the extent to which Canadians will allow the attachment of their Maple Leaf to the aggressive talons of a hijacked American Eagle.

Canada could be a model for independence against the backdrop of bankrupt American military adventures steeped in big business profits…a model that might help both nations restore their better angels.

We are Anonymous.

For far too long we’ve watched the fraudulently elected Harper get away with travesties against our rights. Bill after bill proposed that erodes our Privacy and Freedoms. Crime Minister Harper seems more concerned with importing Chinese Law and secret foreign courts over Canadian resources and markets. Not to mention acting as a shill for Israel threatening Palestine and shaming Canadians on the International Stage clearly associating the United States, Canada and Israeli Governments in their corrupt and perverse alignments of policy. Palestine is so offended that they are severing all ties with Canadians and removing them in any aspect from the peace process they are just beginning with their newly found UN Sanctioned Statehood.

The primary focus of Operation Stop Harper is to get Harper out of power (ie: The House of Commons passing a Motion of No Confidence) and a Government at least moderately representative of the people is established. We hold no disillusions that the other party will be any better, but at this rate anyone is better than Harper.

The secondary focus of Operation Stop Harper is to bring further recognition and present new evidence to the fact that Harper was fraudulently elected to power via Voter Suppression facilitated by his party members, namely Conservative Riding Association President John White, Conservative Marty Burke & his Campaign Manager Ken Morgan (Fled to Kuwait…), Deputy Campaign Manager Andrew Prescott (Laying low in Alberta…) & Director of Communications Micheal Sona through a scheme unknowingly involving RackNine to misdirect Liberal and otherwise non-Conservative voters to non-existent polling stations the week/day/night of voting. There is well over 10,000 documented cases of such calls all across Canada…and those are just the ones we can prove!

We have included for your review and distribution, The Official Elections Canada Court Informant Records regarding the case. In this document it is conclusively proved that Guelph Conservative Campaign Staffers were responsible for the fraudulent elections calls. We will briefly summarize the facts here.

RackNine, A by contract Conservative Only Call Center for Election Calls, was paid $162.10 for 7,676 calls to a total of 6,738 numbers by RackNine Client #93, ‘Pierre Poutine’ aka Pierre Jones. RackNine Client #45, Andrew Prescott also paid RackNine $400 for legitimate Conservative Election calls. Both accounts were accessed by the same workstation and IP Addresses in the Guelph Conservative Campaign Office.

Client #93 authenticates to RackNine under a still active session belonging to Client #45 on 05/02/2011 from . Similarly there were 3 occurrences on 05/01 and 05/02/2011 during which Client #45 authenticated to RackNine while still under an active session belonging to Client #93 . Two of these authentications occurred from for Client #45 , The same IP Address used to fund and manage Client #93 . The fact that the same session id was used indicates that the exact same workstation was used within minutes of each other to initiate the fraudulent calls using a Call List that is IDENTICAL to an INTERNAL Conservative List of OPPONENTS dated 04/27/2011.

The conclusions we have drawn from this is that Director of Communications Micheal Sona confided in Campaign Manager Ken Morgan and at his direction reached out to Conservative Matthew McBain, who then confided in Riding Association President John White with Sona’s intentions, after which time Sona tasked Deputy Campaign Manager Andrew Prescott with setting up a ‘untraceable’ RackNine account to put out the fraudulent calls.

And this ladies and gentlemen…is just 1 riding.

“Court documents filed in mid-August, 2012, by the Commissioner of Elections Canada indicated that the elections watchdog had received reports of fraudulent or misleading calls in 234 of Canada’s 308 ridings”

On March 31, 2005, the leaders of Canada, the United States and Mexico signed the Security and Prosperity Partnership of North America or as it is now commonly referred to the SPP.

The SPP, also known as Deep Integration, is an agreement to integrate the laws, regulations and systems governing and controlling Canadian society with the corresponding laws, regulations and systems in the U.S. and Mexico. This includes, but is not limited to finance, economics, energy, water, transportation, security, military, labour market, law enforcement, intelligence, emergency management, telecommunications, health care, and food, health and environmental regulations. Agreement and enforcement of a common standard must necessarily result in a loss of control and sovereignty over all these critical aspects of our society.

As if signing an agreement that will inevitably result in a loss of Canadian sovereignty wasn’t bad enough, what occurred on that final day in March of 2005 was nothing less than the open declaration of Canada as a fascist state.

Now you might be asking yourself was I sick that day and missed the memo, or what does signing an agreement with a couple of other countries have to do with fascism? The answer is not in the signing of the agreement per se but rather the manner in which it was brought into existence and how it is being administered today.

The SPP came out of the Independent Task Force on North America, a project organized by the United States Council on Foreign Relations, the Canadian Council of Chief Executives, and the Mexican Council on Foreign Relations. It was launched in October 2004 and published two documents: “Trinational Call for a North American Economic and Security Community by 2010″ (March 2005) and its final report “Building a North American Community” (May 2005). So right out of the gate, we have organizations representing the business and political elites getting together out of sight to create the framework for the SPP without any consultation with your elected representatives, the public or any other group that might have an interest in the outcome.

The secrecy continued and the resulting SPP agreement that came out of the Task Force was negotiated (or rubber stamped perhaps) in more secret meetings. The first time most people heard of it was the announcement of signing of the agreement by the 3 leaders in Waco, Texas on March 31, 2005.

It is this very secrecy, the inclusion of business leaders and government officials and the exclusion of everyone else that gives away the fascist nature of the new Canada.

And just to make things absolutely clear as to who was to have ongoing input, at their March 2006 meeting the 3 leaders created the “North American Competitiveness Council” (NACC) made up of 30 CEOs from large companies (10 from each of the 3 countries) with the Canadian Council of Chief Executives (CCCE) providing the Canadian contingent. The NACC arrangement gives corporations exclusive access to the SPP talks, by-passing the legislatures and public in the three countries . Never mind, that only CEOs are allowed to have any ongoing say in the process, how about the fact that they are in a conflict of interest position since the corporations they represent are in a position to profit from the outcome.

This currently open cooperation between business and government is merely the institutionalization of the revolving door that has existed behind the scenes between business and government for decades where business and political leaders move back and forth at will. So, we can see that our political leader’s interests are in fact one and the same as corporate interests.

That, in its essence, is fascism–ownership of government by an individual, by a group, or by any other controlling private power.”

Now, even if you agree this corporate/government marriage is fascist in nature, you’re still going to have a tough time accepting that it’s really happening in Canada. I mean come on fascism in Canada – our grandfathers fought against that in World War II and every day when I go about my daily life I don’t see any obvious signs of a police state. This is precisely the problem we face – because we have never known tyranny in our lifetimes, we find it hard to recognize and even harder to accept.

But if we look closely, there are warning signs of the tyranny to come are all around us. They are subtle but they are there if you have the courage to look. For example, the police have been militarized in preparation for crowd control duties for unspecified reasons; the police now wear dark blue or black uniforms; no fly lists arbitrarily restrict a citizen’s right to travel; the government has authorized detention without trial; the police used agent provocateurs at the 2007 Montebello SPP meeting; there is a planned introduction of biometric IDs in our driver’s licenses that can be used to track and trace our every move; we see ongoing harassment of peace activists; we have overly broad anti-terrorism laws that could be applied to anyone opposing government policy; racial profiling is conducted on a regular basis; the police are tasering people with very little or no provocation and with increasing regularity; the banks are promoting a cashless society where every financial transaction is tracked; there are ongoing attempts to undermine Internet neutrality and give control of the Internet to corporate interests; and of course there is the always unpopular gun registry where the government knows who has a firearm and where to come and get it if they want to confiscate it. If you look around you’ll surely see many, many more signs…it’s all around us and the reasons we have been given are at best excuses and at worst outright lies.

As Milton Mayer pointed out in his book “They Thought They Were Free”, the Germans in the 30’s thought they were free and didn’t recognize the warning signs until it was too late.

Even Naomi Wolf is starting to get it. In her new book “End of America: Letter of Warning to a Young Patriot” and the related London Guardian article “Fascist America, in 10 easy steps”, she details how would-be dictators shut down free societies. In interviews I’ve heard and watched online she compares the U.S. today to Germany in 1933 where Hitler was passing law after law legally taking away the people’s rights and all the while most people were oblivious to it until it was too late. Is Canada today really that much different?

Then they came for the Jews but I was not Jewish so I did not speak out. And when they came for me, there was no one left to speak out for me.”

It is an unfortunate truth that governments left to themselves without the constant watchful eye of the public always end in tyranny. This is a universal historic fact. They always end in tyranny and repression. Your people need you. Your family needs you. Educate yourself, tell your friends, family and co-workers, and voice loudly your concerns to your MLAs and MPs. Speak up while you still can. The trend line is clear and the signs are all around us – if we do nothing, if you do nothing, you, your family, your friends and all those you love will suffer the consequences.
